Phoenix is situated high atop the dead mesas of 'Old' Arizona. Once a military base, the makeshift town is now a sanctuary for debauchery. Even sinners have their limits, anyone caught out of line must deal with the Outlaw. They call her an interim sheriff, but really she is judge, jury, and executioner.

The level's main event is the "Locomotive", which allows players to not only ride on a train, but change its course by shooting key switches. Other features include numerous traps and triggers such as the "Rocket Cart" and a drawbridge.
