Road to Gehenna kicks off where the main game ended - both in terms of plot and in difficulty.
The narrative is faithful to the original game, raising all the big philosophical questions, but we are now interacting with the inhabitants of the simulation as they try to make sense of humanity's history. This results in a lighter tone than the one of the main game, and leads to some funny moments.
Classical notions of happiness :)
In terms of gameplay, no new mechanics are actually introduced. However, the developers have taken level design up a notch. The main worlds are now much more open and unstructured, requiring more out-of-the-box solutions (and they look beautiful). In contrast, the bonus levels get very compact and explore the corner cases of the game's mechanics. In the end, this makes the DLC considerably harder than the main game.
Last note: I've seen some reviewers “complaining” that the puzzles rely too much on connectors. Well, I’m with 401 on this one, because that actually means less timed solutions.

This DLC takes the design flaws from the base game and magnifies them instead of properly addressing them.
It's so frustrating how consistently awful the design is in this DLC, and right off the bat.
• Tons of distractions and bait around every corner, like environmental clutter that appears to be part of a solution, but nope, it's just some clutter lazily strewn about without any thought by the puzzle designers.
→ This causes you to waste your time twisting ideas around said useless clutter, which not only wastes a ton of time, but seriously distracts you from the solution's intended sequence or path, which was already vague without these additional layers.
• Intended puzzle solutions are way too vague, including huge open areas, which also connect with each other...
→ Puzzles & their environments are supposed to be crafted in such a way to hint the player into the intended direction or at least confirm whether their actions are right or wrong, and they should also be crafted in a way that prevents the player from straying too far from the intended path. These puzzles are not crafted that way, so you have way too many options and no idea if you're doing anything right. I can't count how many times I've done some convoluted sequence of exploits with objects & environments to obtain something just because the intended path was so horribly designed.
The amount of hours that get thrown out the window due to bad design is completely unacceptable for me and the flow of the game suffers too much. Sure, you can figure out the solutions on your own eventually, if you enjoy banging your head against a wall cycling through the millions of options you're given for ages until you find the one they're asking for. There's a lot of people out there who don't realize most of the difficulty stems from the lacking design.
Already having all achievements besides 2 from this DLC, I was determined to finish the set, but Road to Gehenna managed to be so boring & frustrating that I stopped caring about the set and uninstalled the game, like it wasn't even worth the effort to find solutions online, because I knew it was going to keep happening. There's also dumb achievements that shouldn't exist in the base game, requiring multiple playthroughs for no good reason, so just forget about the achievement set and forget this DLC exists if you want to enjoy The Talos Principle.

The puzzles' elements are the same as in The Talos Principles and are not explained any more. The difficulty of the puzzles is, in my opinion, located somewhat just before climbing the tower in the original game. There are around 2x puzzles in the DLC (star puzzles and secret area not counted).
The story is different from the The Talos Principle's story, but also focused on philosophical questions. However, the story did not quite as much attract me as the story of The Talos Principle, and a found the load of texts to read after each level a little bit too much.
However, I liked the puzzles very much. At the time of the review, I reached one of the DLC's ending. However, I did not go for the stars because they are (said to be) insane :) . For the base levels, I needed around 8 hours and two tips from YouTube :) .

Story is just as excellent as before, genuinely enjoyed watching the plot unfold and the interactions inbetween characters.

The story is definitely what holds up this DLC; the interactions you have with the other robots and the whole forum subplots makes it interesting and very fun! I'd even go as far as to say that storywise, the DLC is way better than the base game.
Definitely recommended if you enjoyed The Talos Principle and want more!

The number of puzzles is low in comparison to the main game but they are a bit harder which is good for a DLC. You should play Talos Principle first because it is assumed that you know the core mechanics of the game.
If you enjoyed the main game you should give the expansion a go.

Most users find the puzzles of this DLC much more difficult, but this is not entirely true. Everyone can solve them, and besides, doesn't this make the game only more interesting? However, I was pleasantly surprised by their variety. I highly recommend this DLC. A true fan of the original game will love this.

Gold stars are just... yea... super clunky with too much parkour nonsense.
And I wasn't a major fan of the Free Admin levels. The circuit breaker mechanic just isn't my type of thing.
Story is pretty good though.

Worth it's money.
Like the original game it has awesome puzzles and will entertain you for a few hours.
If you had a hard time with the basic game and don't like hard challenges... then maybe skip it.
For me it felt like the difficulty was on the same level as the the stars in the original game.
The stars in the dlc were... mostly even harder than that (let's pretend the stars in world 4 weren't that easy).
I may be not the sharpest tool in the shed, so for some puzzles i needed a lot of time and for some stars (I look at you crater stars) i had given up and got some hints before solving it.
Usually I like to read everything and want to see all the game has to give.
But even for me there was a little bit too much to read at some times.
But nevertheless if you like the talos principle.... here you will get more of it - even a little bit harder than before.
Way better dlc than some other stuff out there...

If you liked the base game, consider Road to Gehenna.
However, be aware the puzzles, and especially the star and 'secret' puzzles, are much, much harder than anything that came before.
For me, this made them become an unenjoyable experience that I ultimately opted not to engage with.
No input from ELOHIM, either, which I missed, other than a short spiel at the start to explain the task. Your mileage will vary depending on what you make of the character, but it made the experience feel a lot more solitary than the base game.

But the puzzles themselves are mostly great, and they make the DLC worth it. Definitely grab this DLC if you enjoyed the main game but thought the puzzles and stars were too ezpz for you!

If you're thinking of buying it for the gameplay, it's deserving in that respect too. They introduce no new puzzle mechanics, but rather take the puzzle mechanics of the original game to their logical extremes, making for mind numbingly clever and difficult gameplay that does a lot of interesting things with mechanics you're already familiar with.
It's short, but has a lot of extra content aside from what's required to beat it. You should also not buy this unless you've beaten the main game and want more. There is no tutorial here, the story is based on the ending of the original game which will spoil it if you didn't experience it already, and the difficulty is high. If this sounds good to you, give this a try. You won't regret it.

The level design feels more spacious and open, with less of a sense of being a rat in a maze. There's more verticality in the terrain and in puzzles themselves. The puzzles are a step above the base game in terms of difficulty. Because it's DLC, there are no introductory puzzles, so you're expected to have played through the base game.
I'd estimate at least 10 hours worth of content if you 100% the DLC all on your own (puzzles, stars, reading.) I highly recommend it if you enjoyed the base game, as there's a lot of new and interesting things going on here.
