It's very obvious in the first driving segment: several driving puzzles would be impossible to react to in time if they were actually random (or if there were like 3 such levels): you need to turn, hard, 1.5 to 2 screens ahead of the half-screen obstacle in order to clear it. And not only each segment is different, each segment has different parts, which all have a bit different rules.
I understand that it's kind of part and parcel of old action games (you just beat against them until you learn everything), but this is a modern game that benefits from decades of game design. For example, modern Mario games, or the best 3D puzzle games like Portal, introduce new mechanics in every level, but they successfully teach the user to actually use the skill, not just memorize things.
Moreover, its entire concept is seamless and cinematic transitions from one gameplay loop to another — like 10 old Sega games in one. So it's not that great even by the standards of old-school arcade games. Say, if you played Ranger X, you spent the first level learning the movements and mechanics, dying a lot; but then you had another like 10 levels to use them in increasingly complex ways. Here, it's so brief you just need to memorize things, since they change every 5 seconds.
So my point is, paradoxically, that in this game of constant variety, there's not enough repetition. Meaning, even if each chapter introduces a completely new gameplay mechanic, there's not enough time to both learn and apply the skill in each stage until it completely switches things around, making each obstacle unique (and so beatable mostly by memorization of what you're expected to do).
It's extremely linear in this sense; compared to an actual old arcade game, where you would be required to solve the same problem with same tools, but in hundreds of ways with slight variations. Yes, you could memorize entire levels — but for most, it was a generalized skill, and it felt like it.

What I disliked...
-Button mashing incentivized
-aim and move with same input, I vastly prefer twin stick
-camera whipping back and forth everytime you turn left or right to shoot behind you
-when the car section begins it does enable twin stick, but it is locked to 45* increments.

edit: Actually one suggestion I might add would be an endless mode for the car and motorcycle stages. Unlike the infinite mode, the vehicle specific stages would just be played over and over again. I don't even care if it just loops the old stages again and again. The Neon mode it gives after you beat the game is similar, but it's just a relaxing drive instead of dodging and weaving busy traffic along with shooting down pursuers.

It's not a very long game, but if you're interested in running it and going for the achievements you'll get plenty of time for your money. If you're the type to just play a game once then never touch it again, it may not be for you.
Either way, there's a demo, and the demo is representative of the whole game - I think it's at least worth grabbing the demo and seeing if it's for you.

Only had one issue through my whole play through. It is a pain in the ass to control the motorcycle, even barely tapping the stick will send you entirely across the road.
The game has a steep learning curve but that isn't a bad thing. Overall fun experience even if I was cussing 90% of the time.

This is why you shouldn't ride the subway!
Speed Limit is effectively an arcade runner. Stylized in a pixel-art 'retro' game aesthetic. Developed by the small Croatian studio Gamechuck. They also did a game called ”All You Can Eat” which is an adventure game stylized like a comic strip.
Premise: Speed Limit starts off innocently enough as you're just a guy riding on the metro. When all hell breaks loose and our intrepid hero sets off on the adventure of their lifetime. Imagine “Under Siege 2: Dark Territory” starring Steven Seagall and then it transforming into a different game every 10-15 minutes or so.
Stages:
Technically there are 11 stages, but these are essentially broken into 5 genres:
- 1-2 — These are side-scrolling levels where you'll shoot and jump on a train.
- 3-4 — These are overhead car driving sequences. You're able to shoot in eight directions. The four cardinal directions and the diagonals in-between. I did not enjoy these stages, I found them very tedious and needlessly punishing on normal. Mostly due to not being able to see what was incoming.
- 5-6 — This is when you get to ride a motorcycle and drive with a chase cam. These are my favorite stages. Akin to a Road Rash/Road Redemption/Rad Racer section.
- 7-8 — These stages are analogous to something like Desert Strike (Genesis) on rails or Cobra Triangle (NES) except not in a boat. You'll fly a helicopter from an isometric viewpoint.
- 9-10 — This is my second favorite sequence. You'll control a plane flying towards the camera in what is essentially a tube. Anecdote: This reminds me a lot of something like a reverse Sonic 2 bonus stage with a Top Gun aesthetic.
- Stage 11 — Find out yourself!
Think of LIMBO.
Each stage has relatively frequent checkpoints. Even on Normal, but there is also an Easy mode available.
Again, anecdotally, the first two sequences remind me of 'Terminator 2: Judgment Day' on Genesis. Where the stages involved shooting bad dudes in a side scrolling section, then to get to the next stage, you'd have to drive there on an isometric map. 'Speed Limit' plays out differently as the stages are all directly connected, however.
One thing I wish I had picked up on sooner is that you're able to control the throttle on most stages. I died a lot because I didn't know I was even able to do it. Nor that it was needed to dodge some of the obstacles. There are however many audio queues you'll start to pick up on.
Replayability?
Your mileage will certainly vary. The game took me about 2 hours to complete on Normal. This is with all my retries.
Upon completion, an Infinite looping mode is unlocked.
You can also go for achievements as many can be obtained — well... by doing something wrong in many cases but there are also ones that require more skill to acquire.
The Gist:
Speed Limit is a game for people that enjoy learning patterns and then subverting them to succeed. Boss battles are similar in that pattern recognition is paramount. I think it's priced fairly for what it is — I find it to be quite polished; no real technical grumbles. Though it's stretched on an 21:9 monitor. That said, I wouldn't tell you to not wait for a sale, should you be 'on-the-fence'.
It's got the same sort of satisfying rapid respawn cycle that something like Hotline Miami presents.
