The tech trees are also more complex/integrated, and being future-products don't have the natural familiarity of cows make meat and milk of the base game.
Other than that, it really is just the same. It took me 6 hours to build my prototype.
This DLC isn't really worth playing, but I was happy to play a little more Rise of Industry, so this DLC game me an excuse to do so.
6/10, but I can't recommend it as the expense doesn't really justify the cost.

An improvement would be a resource ui similar to that of anno 2205 as telling supply & demand(for internal consumption) becomes very easyu can keep the supply lines & production chains though for originality, making the boundries easier to discern & to provide bridges from the get go.(yes bridges aren't given from the get go, seriously i can factories but not a bridge?)
For newbies start off with raw resources(Harvester).
Markets & resources are universal but regional variations are a thing
Pay attention to the %, higher the better & minimise inefficiency as that cost me 3 games
Only give as much as is needed per 15 days the excess can be used for higher tier produce & watch vids.

Pros:
Almost completely new set of resources gives an opportunity to construct fresh industrial chains.
Very atmospheric dystopian setting with a good suitable soundtrack.
Somewhat more difficult than the original and farming is no longer so dominant for starting and spreading.
Cons:
AI is still very weak and game is still pretty easy as long as you are careful and meticulous.
Dystopian artwork looks good but has too limited a palette for gaming purposes. It's often hard to see what's happening in the mix of grays and browns. Dirt roads in particular need a fair amount of squinting.
Available resources don't change much from game to game or place to place so apart from the start all plays feel about the same.
Conclusion: If you enjoyed the base game get it for a couple of fresh plays. If you didn't like the base game stay away.

I actually like the regular version of this game. It's quite a nice management game. This review is for the DLC only.
If you liked the original, just go play that again. The DLC feels more like a user made mod than full paid DLC. Slightly changed tech tree, different names for things, but there's nothing new. It's really just the same thing as the original with different names for things.
Tech tree actually feels more basic since there is only one prototype to build, compared to three from the original.
AI hasn't been improved. They still build nonsense factories that somehow make them millions.
If you are absolutely obsessed with the game and need more, the DLC will give you one more playthrough.
The part that actually made me leave this review is it asked in game for me to leave a review. Unfortunately I do not think the DLC is worth the time.

Although it's mostly a cosmetic change, there are several more unique systems to the 2130 version, that are both intensely satisfying mechanically speaking, as well as engrossing from a world-building/role-playing perspective. To me, the harmony between lore/immersion and mechanics really hits a sweet spot. I am very pleased with how this turned out and sad I missed it when it first came out!

New feature = lots of lag. Lag on initial startup. Scroll the map looking to place your HQ. Enjoy the constant hesitations. Even your trucks are doing the hesitation jig. Hate to see it when you have lots of buildings. Fortunately I won't.
New feature = Expand your vocabulary = French word - Deja vu. English translation - re-skin.
New feature = I see red, oh wait that's just pollution everywhere. Yes, you're paying 10 bucks to see a map covered in pollution.
New feature = Move on with your life. After 20 minutes I didn't want to look at the screen anymore, much less play this dlc or anything else. Thanks for giving me back my life from this game.
Old feature and not new feature = Refund!

Again, I wish there was a middle ground rating outside of like or dislike, so I just have to err on the side of dislike because it ends up being mostly the same, with new art.

2130 is a total conversion DLC, with the same mechanics as the base game, but in a completely different setting. If you enjoyed Rise of Industry, this is what you've been waiting for. If you like cyberpunk and futuristic graphics, this is what you've been waiting for. If you want a whole new tech tree, new resources, new town buildings, new industries, new logistics buildings, and new music, this is what you've been waiting for.

Rise of Industry: 2130 is a total conversion expansion for Rise of Industry.
What is it not?
-Not a game for those who have not played Rise of Industry or have very little experience with it
-Not a simple, cheap asset flip
-Not an expansion that introduces any major mechanical changes
-Still not an OpenTTD clone
What is it like?
2130’s premise is that overreliance on industry in Rise of Industry has, in 200 years, made the Earth an unlivable wasteland. Old cities are now ruins and new cities need to have their own air scrubbers to sustain a bubble of livable area.
From this outset, the most noticeable change is that of tone. While Rise of Industry has bright, vibrant colors and the world is teeming with greenery and forests, 2130 really is a brown and purple, polluted wasteland.
This also means that most of the map is covered in pollution from the get-go. While cities do have an Air Scrubber each to let them survive, it really only envelops the city itself. This leads to farming, as known in Rise of Industry, completely unviable. While in Rise of Industry farms are an obvious starting place for any enterprise, it is only doable after placing an Air Scrubber to clean the area for it, and also, now farms float on water.
Pollution DOES have its uses, though. On the other end of the scale, Polymers are actually harvested from polluted water. This leads to a situation where players need to consider if they want to keep a given stretch of coast polluted for Polymer gathering or clean it for farming.
That said, this is the larges gameplay change from the vanilla game – the devs have made a conscious decision to not put any significant gameplay changes behind a paywall.
And that said, this IS a total conversion of Rise of Industry; in a futuristic setting, industrialists are not making olive oil, dollhouses and ovens anymore but medicinal solutions made from algae and bacteria, robots (and their components) and lasers.
What is great about it
+The tone is perfect, it really gives off a doomed futuristic vibe
+As an extra for this, the music is also spot-on
+Everything that was good in the vanilla game is still present here
+The new products, while obviously need some getting used to, are well thought out and balanced
What is not so great?
-AI players still aren’t really on top of their game, they don’t cause much trouble for the players and are entirely ignorable
Points to consider
*This is a total conversion for Rise of Industry , as such, whoever likes that game will probably like the DLC as well, but those who don’t like its gameplay won’t find anything different here.
*Only players who are experienced in Rise of Industry should try this as it is considerably more difficult to get started here.
