-You have very little money that does not allow you to buy enough weapons or ammunition
-In the mission briefs is not mentioned the number of enemies even hypothetical so you bring 2 magazines of 6 ammunition and then you realize that you have to shoot more than 100 enemies that come out from everywhere.
-The enemies are too many for each mission, more than 60
-Often for side missions it is not well explained what to do with the objects you encounter, so you do not know whether to charge a TV or not and in case what is it for
-Each mission has a maximum of 3 saves, the maps are huge and nothing is delimited, neither objective buildings nor a sort of path to do or at least in which part to go, there are only enemies that come to fleets of 20
-When put yourself in full coverage, the AI hits you, what are you in coverage to do?
It's a shame because it could be an excellent game but all this kills relaxation, mission planning and is super frustrating during gameplay, already after two missions you want to start the third to face another 100 enemies with 4 bullets and 2 guns.
If there were more details about the enemies, fewer enemies in the missions would surely be playable and enjoyable.

- However, movement is with simple LMB click, and it's really easy to miss an enemy and move next to him instead of chosing an action against the enemy
- Learning curve is extremely steep. In the first mission you control 3 cops, and 90% of the mission you can make only one action you were told to do. You have the freedom in taking down only the last two enemies. But in the second mission you control 6 cops, and the map and the number of enemies is significantly higher
- Moreover, you have a limited budget for equipment, but the shop has a lot of different items. And since you just started playing, you have no idea what is more useful
- The game heavily relies on stealth approach, but doesn't tell you anything about enemy movement, hearing, cones of vision, etc. So you always have to guess whether it's safe to move. And if only one of your cops gets noticed, that means an immediate alarm (which is equal to game over in most missions)
- No autosave between turns, and overall the numer of saves is limited (you can turn this off, but still no
autosave)
- Excruciatingly slow animations (taking a turn with all 6 cops takes ages) makes the game even worse
Overall, if you want a good stealth TBS, play Invisible Inc. If you want a good shooter TBS, play XCOM, obviously.

Did you save last turn? Lucky... Too often you are going back and redoing 20 mins because you don't want to 'waste a save'. Could be a good tactical game, but it's just to cumbersome and tedious now.

Functionally this is supposed to be a side story for This is the Police, but it really has very little to do with it other than being in the same art style. The game play is a stripped down version of the tactical layer from This is the Police 2.
This is the Police was a well written story with a game that focused on strategy. The follow up This is the Police 2 was a stretch to carry on the story that made a few mistakes, but was still worth playing. One of the mistakes was trying to shoehorn in a very simple tactics layer to a game that was previously focused on strategic response.
This game ditches most of what made those games good and expands on the tactics layer in size but without really improving the quality, it just feels like it's missing a lot. For the price it is functional and if you actually did like the tactics layer and don't care about the story, you might enjoy this.
But for me, it's going really slow and the amount of wait time to get anything done gives you a lot of time to really think about the details. The problem is most of the details kind of suck.
The previous two games that inspire this were story heavy, but in a good way. This has a terrible slog of a story that falls apart if you really examine what's going on. You're rebel cops, so where are you taking the bad guys you arrest? You don't have a jail, the local authority is all corrupt. It just goes downhill from there. You and your tiny band of rebels working out of a log cabin in the woods eating dried apples… it goes on into wonderland like this for some time.
Map layouts are also nonsensical. Why is a bank full of regular windows? Like you can just open a window and walk into the managers office where the main vault is wide open, or enter through any other wall you want and move between office rooms that all have open windows. Have these map designers never seen a bank?
Combat is a goofy mixture of options. Standard approach the bad guys using cover and then wait for your turn, then just walk up and select how you want to win. Smack him in the face with a club, use a stun gun or just order them to surrender, if you are close enough you take them into custody. It wants to be Xcom, but it lacks any depth or sense. It was a let down as an addition to This is the Police 2, it doesn't improve by making the spin off focused around it. And it makes even less sense here when you have nowhere to jail the criminals you take into custody, since you aren't the actual police and have no authority to do what you are doing and no jail to take them to.
Maybe I wouldn't notice the poor story and map designs if the gameplay wasn't so slow, but you have so much wait time to contemplate the overall package that I just find myself putting holes in all of it.
If you're getting it cheap and just want to support the franchise, that's your choice. But I can't be bothered to recommend it, despite having enjoyed the previous two games.
---
Bottom line: a lackluster spin-off to a story heavy franchise that forgot to bother bringing the story and skipped the strategy layer that made the previous two games enjoyable.

The core is solid, an xcom like with some variations on the cop theme. Meta game seems decent with side missions and upgrading/equiping your merry band. Story is fine.
Where things go haywire is when you need to save, load, or really anything managing your games. The second time I lost an entire day of progress because of an incredibly poorly designed save/load system, I just looked over the mission I'd be forced to replay, realized I didn't want to, and uninstalled.
A shame really. Almost a decent indie, just not worth fighting for.

XCOM with cops… not normal cops but rebel cops.
Rebel Cops is an interesting twist on the typical tactical game. Players play as rogue cops fighting against a corrupt city and trying to take out bad guys, usually, players are outnumbered, underfunded, and relatively weak. So rather than slugging it out, Rebel Cops seems to focus a lot on stealth and works well there. However much of the game is still heavy percentage-based gameplay.
While this game is a vast improvement on This is the Police or its sequel, it does have issues where the stealth is a mixture of systems that aren’t the most informative. Not knowing what an enemy can see, and lacking many attacks that are guaranteed will likely upset some people. Limited saves will upset others, though players can turn on unlimited saves, and the gameplay feels ok but not amazing.
Pick this up if you like turn-based tactical games. Having to work your way through rooms and areas works well here, but there are reports of difficulty spikes, and if this game gets difficult it’s also going to get very frustrating quickly. Especially because one bad roll could tank a mission playthrough that was successful up to that point.

And then you don't even add vision cones to enemies, so you have no idea who can and who can't see you?
Enemies react when you move up to them, reducing your chance to arrest them, although this is how you portray it in the tutorial.

It kind of makes me want to play the XCOM series since IMO it doesn't bring much new to the table. Here, you must approach enemies and knock them out, arrest them, or stab them. That's the whole game. When the shooting starts, your stealth advantage evaporates and you should probably use the built-in savescum.
The graphics, interface, music all are great. I don't love the game, but it is worth picking up on sale for a few hours of fun.

UI is not great either: No way to select a suspect besides clicking on a very small space where they stand, which - if you miss - could accidentally move your unit..what?
Cops will also leave you without saying why if your Street Cred drops, they'll just disappear.
You can't reload from the base if you forget to equip your guys with an item. Game mechanics will always favor stealth for brute force which decreases the depth of strategy you can use...and the list goes on.
With all that combined it takes forever to finish one mission and even longer if you choose to accept optional objectives.
Such a shame, because I am a big fan of This Is The Police. And this game's idea is decent but the execution was absolutely careless.

Rebel Cops discarded the elements I disliked about the tactical combat in TITP2 and improved on the good elements tremendously. For one, since the entire game is tactical combat, it does not feel like it breaks up the flow of gameplay like it did in TITP2. Additionally, the ability to choose the inventory/loadout of the cops prior to the mission is stellar. Admittedly, I would probably not have bought or played this if it weren't for the continuation of the universe and themes present in the franchise. If you are looking for a game with excellent tactical combat, I'd recommend Desparados 3, XCOM 2, or Xenonauts. This game would not make an earth-shattering standalone, but it DOES make for an absolutely phenomenal spin-off game.
I'm fairly certain that this is what tactical missions will look like in TITP3 if it releases, and that is very much a good thing. It is important to note that each mission in this game can range from 40 minutes to several hours, but you can save during the missions. The ability to save in the missions and reload to those saves freely without consequence is one thing that was missing from TITP2's tactical missions, and something that made them very frustrating. Especially on missions where breaking stealth was an auto-loss.
In conclusion: Pick up this game if you enjoy the universe of the franchise and have played TITP1 and 2. If not, I would still recommend the game as it is genuinely fun, but I would advise you play one of the aforementioned games instead, as those are more fleshed out tactical games.

BEST ASPECTS OF THE GAME:
- The whole soundtrack,
- Diversity of mission-accomplishing ways,
- All abilities you got, come in handy,
- Graphics are amazing imo,
- The plot
DOWNSIDES OF THE GAME:
- Unbalance of enemies' angle of sight,
- Sometimes overrly long and time-requiring missions (one of them took me 4 hours),
- The untold need to stay undercover. As I said earlier - If you already started one, it is hardly for you to win it, without any casulties,

it is a really good game when it comes to strategy. Many would call it a XCOM like gameplay (which is true in a way), but it gets the theme, genres, feel just right. From providing 3 types of difficulty and a storyline , this game is a rather interesting and each level gets time consuming due to the large maps in the game. From variety of tactics from market point of view to the battlefield, it has it all, it will make you think a lot as to how to equip your men to said operations as well as handling resources and money making part of things. Overall, it's a game I would recommend to purchase with a bundle pack of This Is The Police to understand the references of some storylines and some other operations.

PS: If you'll permit me a highly personal/politically controversial opinion, it's in the spoilers text.
I am part of a group with whom police have a very mixed record. This game, more than any other argument or discussion, let me try to think of the police in the best possible light, and give them the best chance at being the best they could be--that is, truly protecting, serving, and being part of the community without racial and other issues at stake. I found the institution of police wanting in this best-case scenario, and that's going to stick with me.
First of all, the story, it is overtly not the main aspect of the game. It is just there, because it needs to be. It is for providing a concept but even with that it is bad. You are in a really small town with a huge crime ring. There are hundreds of people in this mob weirdly.
You can’t grasp why are you working with a known dirty cop, even though you have an evidence against him. However, Warren Nash helps you until the end.
Secondly, repetition. There isn’t any variety in soundtrack and there aren’t many tracks either. Unfortunately, biggest negative part about the game is limited and repetitive gameplay. Every mechanical aspect of the game is stretched. There are only two different types of enemies, less than ten skills and three attributes. Because of these limited gameplay features, you can’t do anything different playing the game. Other than that, there is a resource management part of the game which feels forced. As a vigilante you shouldn’t have a budget and an arsenal to fight to crime, I agree with that part but while you can loot the missions for TVs, PCs or video cassettes you can’t loot the criminals for their weapons or ammo. That is just plain non-sense. Stealth isn’t such a good option either. It doesn’t reward the player catching criminals instead of killing them – there is the advantage of not using the ammo though – and shooting strategy is easier (thanks to charging AI).
On the bright side, there is some variety for the missions and there isn’t much games in this category. So, if you like games likes XCOM or UFO series which don’t have a strong story you may like this game. Plus, there wasn’t any bug and the price is pretty reasonable.

The challenge of this game is unfair and makes for boring gameplay. A single wrong move can result in multiple dead cops, your cover blown, and hours of gameplay down the drain. It's telling that the difficulty settings change how many times you can save, instead of making the game harder or easier.
In long:
The gameplay here matches the narrative in ways that just make it painful and unforgiving. I guess it makes sense that you can die from one bullet, that it's really hard to do stealth and that you can ruin an operation in one wrong move, that you're woefully underequipped to the point of not having a revolver for every cop, etc. That all just makes the game less fun.
At the same time, once your cops are leveled up and have decent equipment, the game's difficulty seems to come from putting you in situations you can't avoid (sudden alarm, loss of cop/equipment, and a REALLY unfair boss battle where you get sniped from your starting position).
In regards to the narrative- you're commanding a group of about 12 guerilla rebels who defected from the police force of Ripton after it was taken over by Victor Zuev, a communist who turned into the head of a a small criminal empire.
You go on these missions where you go after his lieutenants (and other stuff I won't spoil). The townsfolk ask you to bring back stolen goods/information/people in return for equipment and street cred.
You're generally portrayed as a superhero, apprehending dozens of suspects at a time and singlehandedly saving the town. Townfolk will be pretty happy with you as long as you give them your cut of the loot and accomplish the extra jobs you take on. There's some in-mission benefits to arresting suspects instead of killing them, but you can definitely pull of a massacre on everyone in the map, which comes off a little weird.
The graphics seem nice, but they fail to get the job done when it comes to making enemies visible and visibly distinct (I couldn't tell the difference between armed and melee suspects, which is a big problem in the middle of a firefight.) I was a little peeved that some of my favorite cops had the same character model as every other cop-it's a major oversight that the only female cop model is a long-haired redhead when none of the character available look like that. Given that I think this series has survived on its ability to make the police under your command likeable, I wish I could've seen different designs for each character.
I developed an attachment/fondness for the different characters I had, but in the end, the gameplay was so aggravating that I readily gave them up just to finish the last couple of missions without going back to a savepoint.

Rebel Cops is by far, one of the best turn based strategy games I have played in awhile. While there aren't as many nuanced story-driven cutscenes like This is the Police, or This is the Police II, Rebel Cops holds its own with it's own merits.
As far as turn based strategy games go, this one is a true gem. There are several different ways you can get a mission done, whether that's by killing all the enemies, or deciding to go the stealth route and arrest them one by one. Each cop has a set of skills you can pick that help missions go the way you want to play.
The only downside this game has, is there is very little replay value after you beat the game. Missions are the same, and they don't change as far as enemy numbers or an alternate ending if you do the game a certain way. That said, it is a wonderfully fun game if you enjoy a deep turn based strategy game.
I highly recommend this game for anyone who enjoys strategy games, and especially turn based strategy games. While turn based might not be everyone's cup of a tea, as a devoted lover of the genre of game, this game was well worth the money.

Pros ( less management than previous games, before actions ai can reveal enemies you might walk into stealth by accident giving a prompt to continue or not and a good addition to finally use different weapons and body armor and some skills that help boost your squad you unlock later with xp)
Cons some of the levels are huge and can take hours at a time if you want everything while doing all the side missions, the lack of losing cop personalities compared to titp 2 shows since you are just rotating a couple of your cops for day and day2 than having them have their own personality and problems that you can help or want to hit your head on your desk but still laugh.
Overall i highly recommended this game to the fans that have played previous ones and i hope to see the third installment with these additions added along as well
