Aufruhr vor dem Sturm
„Katastrophen“ wie extreme Kälteperioden, Hitzewellen, Rattenplagen und Gewitter können Schäden an Gebäuden hervorrufen, die Gefängniswertung senken und Chaos auf dem Gelände verursachen.
Für alle Fälle in jeder Zelle
Schädlingsbekämpfer, Klempner, Reparateure und Straßenwartungsdienste stehen zur sofortigen Problembekämpfung zur Verfügung. Elektriker, Temperaturregler, Brandschutz, Erste-Hilfe-Kurse und Ausbildung in Schädlingsbekämpfung helfen der Belegschaft, die Schäden zu mindern und einen normalen Ablauf zu garantieren.
Hilfe von außen
Subventionen für Katastrophenhilfe, Hitzewellen, Notfallregelungen, Schadensminderung, Mitarbeiterfortbildung und Nachrüstung von Anlagen finanzieren dringend benötigte Vorbereitungen zum Überstehen von Notfällen.
Blitz, Donner, Sturm
Behalte das aktuelle und angekündigte Wetter im Auge und nutze Einrichtungen zur Wettervorhersage, um nicht von bevorstehenden Katastrophen überrascht zu werden.

Edit: Pavement starts to melt and things start catching fire at 25 degrees Celsius. Makes perfect sense.

However with this DLC, it is almost impossible for me to run a prison. The walls are crumbling and no one notices, the water is freezing, almost constant riots because of the lack of water - so thirst and warmth filling, shower and toilets and done, plus because of all of that the employees are pissed so riots are even worse.
It is also infuriating that the emergency services that cost me an arm and a leg often were triggered, however they did not stop and just rode down the street and they did nothing there. I ended up with the ground full of expensive insulated pipes and there is still no option to disassemble just one kind of the utility, so if the pipes are everywhere and you need to redo your cables, well then you are in for another nightmare.
I tried to play on the lowest level of weather difficulty that this DLC provides, however it still turned my game not into a challenge, but into a nightmare. I hate e.g. that the water cooler does not count as a water source for people and I had to build the new kind of drinking place which connects to pipes. However here we are again with the insane number of pipes and for no reason frozen everything and almost every pipe.
So it a nutshell: not a challenge but a nightmare; the emergency services were or are still buggy and do not help at all; water cooler did not or still does not count as a thing that fills thirst; insulating pipes neither helps your situation, nor your wallet.
I do not see any other benefit of having this DLC unless you need some seriously hardcore challenge. It does not add any value to your game, just increases difficulty tremeandously.

In theory these calamities sound interesting and add difficult decisions: Should I force everyone to stay inside and risk raising the danger level in the prison, or let them out and risk them getting nuked by lightning?
It sounds great until you actually play it and realize that these events are non-stop.
a storm that last 24+ hours. The same wall spontaneously collapsing for the 4th time. The power going out every time it rains. The setting defaults to high, which is not something a new player will even consider when faced with the already overwhelming UI when starting a new prison. With this setting, I was interrupted at least 3 or 4 times a day with the foreman or mayor calling to tell me an event won't happen for 10 more days, or that I can hire plumbers to fix flooding.
The major problems summarized:
The events quickly become tedious rather than difficult. The solutions to every problem are simple, but with the frequency of the problems it seems like you are constantly managing some disaster instead of building your prison.
The frequency of message spam has turned a previous thematic feature - The telephone call notification - into an obnoxious and unignorable user experience problem. The game is showing its age already due to extremely poor UI elements, but now the DLCs are charging you to make problems out of previously acceptable features.
If the game were moddable, most of this would be an easy fix, but even with as much configuration as it boasts, I can't recommend this DLC purely because the features it adds are more frustrating and tedious than fun or challenging.

After reading around, it seems that the consensus is that constant event-spam is a newly introduced bug.
This only makes the problem even more unacceptable, as even a 2 hour play test will show these results. Don't waste money on developers who spit in their customers faces.

As someone with a few hundred hours in this game I'm always looking to pick up game changing DLC. It seemed pretty decent at first. Storms, calamities, and rats are just a few of the additions that change the normal game play loop. Normally once you get a prison going well it starts to run like a well oiled machine. I think this DLC meant to disrupt that from time to time by throwing a wrench in the cogs.
What it actually does is bust its own code and add bugs that are pretty hard to argue for. The biggest issue, that I have to assume is a bug, is the calamities call. You'll get a call like you would from the mayor in the vanilla game. Except now it can be anything from your walls falling down for no reason, rats, busted pipes, to more serious events. That sounds cool until the game bugs out and your workers stop performing their jobs or following deployment orders. Get a call for 8 legendary gang leaders in a one day span? Guards stop moving prisoners to correct cell blocks, letting them into staff only areas, and refuse to answer the response call. Thus the 9 member green gang (all 9 are legendary leaders btw) run through your prison killing everyone in their sight. It's ok though cause your guards are opening the 2 heavy doors through security so that they can kill more guards.
There are other smaller bugs but they are not as game breaking, i.e. if you clone a section that is already completed workmen will continue to add concrete flooring where there is already concrete flooring. Never finishing what is actually tasked to build.

If you do, for some reason, decide to buy this content then be ready for non stop event spam. Kitchen fires, land slides, rats, radio show host, mayor will be the most frequent and annoying. Rats will invade your prison regardless of how clean it is and will make your prisoners sick. Every few hours a certain wall will keep collapsing for no apparent reason. In the course of 4 hours I had 3 events from the mayor that forced me to remove weight benches, visitation and TV's. The radio show host will appear every other day to make your prisoners volatile.
The worst part is that these event's are set, by default, to high and oh dam the kitchen is on fire again. You can't change it once the game starts so your stuck with them until a new prison (if it's even that significant of a change.)
You know what this DLC is for? It isn't here to offer you entertainment it's to scam you out of your money which is a practice highly done in the game industry. If you want to make a difference, boycott this DLC, paradox interactive and any publisher that does the same. I tell you sincerely that there are more than enough indie games to make up for most options now.
