The bare minimum expectation of a port is to make the game function on the system it's being ported to, and this game teeters precariously on the edge of that bare minimum. Try Pirate Warriors 4 instead, I hear that one at least functions.

Fate...
Dreams...
These unstoppable ideals are held deep in the heart of man
As long as there are people who seek freedom in this life
These things shall not vanish from the earth...
People tell me my head's in the clouds
I don't care what they say because i'm dreamin' of you
You are the treasure I've found
So bright, so bold yet so elusive
It's hard to look away even though it's blinding me
There are no words to describe how I feel inside
I'm really really stuck on you wow wow
I have to follow my dreams however crazy they seem
And I won't stop 'til I get there, you will see
You're all I need to have the strength to believe
Believe in Wonderland!
I'm gonna follow my dreams however crazy they seem
I'm gonna share them with you, a love so true
You're all I want, together we can move on
Live how we want to!
There is no limit to us, we have the power of love
And we don't wanna live ordinary lives
We have the chance to live in paradise
Believe in Wonderland!

(Real review: This game will crash a lot so make sure youre running it at the lowest settings and turn cutscenes off. You can always watch them later. Other than that this game is really good I like how it focuses more on pre timeskip. Robin and Ace are da goats cuh on god!)

I was able to play through the entire game, but out of all the missions, it was mainly 2 of them that gave me frequent crashes (Marineford part 2 and Dressrosa (final mission) ). I have experienced crashes outside of those missions, but they came up a lot there. I would stay away from this port, but if you really want to play it then grab it on sale for like $5. It isn't worth the full price with how old it is + being a poor quality port (there's also Pirate Warriors 4 but it covers different story arcs). It's a fun Dynasty Warriors game, especially if you're a fan of One Piece like me. It can get repetitive, but there's a large cast of characters to play as. Play at your own risk.

I don't know if anything has been changed since last time I played it but the controls on PC are horrific, there is no controller support and apparently you can get it to work with some tinkering but after trying for about 2 hours i just refunded it because it was not happening. If you're thinking just use the keyboard controls they fucking suck, no mouse support which just feels horrible. Having to move the camera with the arrow keys in a third person brawler feels so clunky its unbelievable.
I don't know if much effort went into this port at all just please don't buy it but buy it somewhere else as the game is great.
Edit : I finally got it to work but I still cannot recommend this port

Some characters are truly unbalanced. Missions are repetitive and some objectives are really blurry. It is not rare to restart a mission because you simply didn't get the right instructions or didn't know how to properly complete it since the game throws constant waves of opponents at you even if killing those it totally unnecessary. It's a mess to play with mouse and keyboard (of course how could it go otherwise for such a game?) but with controller the game is far better. Yeah, definitely online coop would have been a precious advantage but I honestly think that 'One Piece: Pirate Warriors 3' is still amazing without it.

That being said, the controller support for DInput controllers (PS4/PS5) is pretty much nonexistent. If you load it up without Big Picture Mode, it doesn't respond to controller inputs at all.
If you load it up WITH big picture mode, the default bindings are incorrect right out of the gate. I'm certain there's a third party or steam controller configuration option I could use to get this to work, but I'm not about to grace a lazy port with a positive review when it clearly doesn't deserve one.

However, is that good enough a reason to get this over newer entry, Pirate Warriors 4? Maybe. The combat in this game is quite slow, and lacks the fluidity of PW4. E.g, you cannot jump or restart combos by dashing. (Dashing simply allows to reach more enemies while continuing the combo. The graphics are good, although it looks like every character has been sparkled, kind of like what Kalifa does in the actual anime. Everyone has this squeaky clean glow to them, and it just looks odd, especially pared with the dated graphics and engine.
However, there are some unique systems such as this game's Full-Burst. Basically, by doing combos you gradually increase a meter that shows how your team improves. (A team consists usually of the ai characters that start out with you in a level, or that you save during the level through a side mission) When the meter is full, activate it, and time will slow down. Your attacks will get stronger, and you gain access to a special ultimate. For example, If I have Law on my team, and I am playing Sanji, when I use this special ultimate, the two will combine their moves. Law will combine Counter Shock with Sanji's Collier Strike, and you get COUNTER STRIKE. It's like this for all characters. For example, with Garp and Ace I got OVERSIZED FLAME EMPEROR, and for Luffy and Zoro I got PHEONIX CANNON.
Another thing is character unlocks. You don't have to play through the story to get most characters, because you unlock them in the Dream Log (this game's Treasure Log, of you've played PW4) I'll give you a list of all the characters I remember you being able to unlock through Dream Log:
Ace, Zoro, Moria, Kuma, Whitebeard, Blackbeard, Eneru, Akainu, Kizaru, Aokiji, Fujitora, Doflamingo, Mihawk, Shanks, and probably a few more. You don't have to play for long to get them, either.
Though the game is fun and I recommend it, if you want this game, get it on switch. The port includes more costumes, and you get characters like Ace, all of the straw hats, Ivankov, Perona, and Sabo off the bat, before you even start the story.

However, as mentioned above, while this is a great game the PC port is quite bad and many people have experienced significant issues running it. While I had no issues getting the game to boot up and play myself, I did have an issue getting working controller support as the game does not support proper XBox controller inputs. If you follow some instructions on Steam (search OPPW3 xbox controller pc configuration) you should be able to get it working using a third party program, but for a port from 2015 this is ridiculous. I've been told Playstation controllers work, but haven't verified this. And while the PC controls do work, they don't have mouse support and are quite awkward by default.

Xinput setup
and if you're crashing at the end of the game (cinematic causes to crash your game) delete your events and movies folder in the games folders
cinematic crash
otherwise here's my review for this game
This game is worth buying but for a cheap price as inputs are jank as shit and can sometimes crash midway through your game, otherwise if you ignore these problems I think it would be worth the buy, although through a CD key website as buying it for CDN$50 is just wayy too much for a 5 year old game. It's fun to play if you got nothing to do or just want to beat the shit outta some anime characters with your anime character, game got split-screen co-op but due to the inputs being garbage I wouldn't recommend doing co-op unless you're sadistic and like playing with really garbage controls that the game provides.
basically, worth getting but when it's on sale, or from a CD key website that sells it for cheap as this game got enough content to keep you playing for awhile.

It tells the one piece story not well but not bad ether. I recommend reading/watching one piece if you want the story.
This is a very fun hack and slash type game.
It's basted off of the dynasty warriors franchise and has the same mechanics as One Piece Pirate Warriors 3.
I can't recommend this game enough. If you are thinking about buying it you should.
This game is not for everyone but it is a very fun anime game.
(NOTE YOU NEED A CONTROLLER FOR THIS GAME TO WORK WELL... AS IN IT IS P I SS HARD TO PLAY WITH A KEYBOARD AND MOUSE.)

First the gameplay is great, with many different moves across all characters, and new mechanics. The music is great, and fits the One Piece universe. All the original japanese cast returns to voice the characters from the anime. The story start at the begging of the anime, and finishes somewhere in Dressrosa arc. And it's amazing they put so much content in 1 game, well some of the parts and maps are reused from previous versions of the game, still is impressive nonetheless. You can play splitscreen the whole game, but you can't play online, that is only in the PS4 version I believe. The are other modes as well, like Free Mode (which you can replay any level of the story with any character you want) and Dream Mode (which is a what if scenario, which you choose 1 character and you go from island to island and beat stages, and unlock more characters to use, also you can play this in co-op too). So you have much more content to play, when you finish the story, not to mention leveling your favorite characters, or unlocking their outfits etc ..
So why after all those positive paragraphs I don't recommend it ?
Let's start … first the game sometimes does not play some of the cutscenes in the main story, it stays at a black screen, and you need to skip it to go forward, what is worse if you unlock that particular cutscene in Gallery Mode, there you also can't see it !! I saw in the web, that is maybe some problem with the coding of the cutscenes (but this problem is only with some not all). Second you may be not lucky to be able to skip the cutscene, the game may crash during the cutscene which erases your progress and you need to kill the game from task manager and restart the game, to try to replay the stage. This is obvious in the last chapter of the story, the same problem happened to me (and saw many other player as well) and I could not finish the game !! So I had to play the game in window mode, disable steam overlay and disable movie playback from graphic settings to pass the damn game. I simply don't understand, this is surely fixable with a patch, I don't know why the developers abandoned this game, and simply made a next game in the franchise while the previous was a broken mess on PC.
So lets get to the positives and negatives :
Positives :
Great music
Great gameplay and very diverse with the many characters in the game
Great voice acting as always
Many modes to play and keep you entertained for hours
Negatives (NEGATIVE HOLLOW):
Buggy cutscenes, which do not play and not let you experience the story as you should be
Crashes at the end of the story and other modes as well
So if you can endure those crashes, and skip some of the cutscenes you will find a good Musou game, with a flavor of One piece added in the mix. But at this state I can't recommend it at full price, get it at a discount – if the developers fix the game I will edit this review to a positive.

+ Lots of unlockable characters and many side missions.
+ Great audio.
+ Graphics are ok.
+ Difficulty is balanced.
+ Local Co op, really enjoyable with a friend or couple.
+ Fun to play
- Horrible controller layout, and really uncomfortable to map.
- Gets repetitive after playing for long hours.
- No cloud save, and also have problems to keep track of your save file if you play offline, I played bout 40 hrs cause I had internet issues, and had to repeat a lot of stuff.
- Camera is really bad, and its annoying trying to get used to it.

WHAT IT IS AND HOW IT WORKS
Zitat:
Story
◼️ Game story writing Pirate Warriors 3 starts way back at the beginning of the One Piece saga. Even though a lot of details are skipped or summarized, there’s still a lot of reading to do and cutscenes to watch. All the story is a huge plot summary of the loved pirate life manga/anime. We witness a young Luffy inspired to take to the seas to find the mysterious treasure, his ambitions to become the King of the Pirates, and the early days as he gathers his famous crew one-by-one, and then carry through a surprising amount of the saga until the Dressrosa arc. ◼️ Characters The plot is the origin story of the straw-hat pirates, you’ll know Luffy, Zoro, Sanji, Nami, Usopp, Robin, Chopper, Brook, Jimbei from the beginning of their travels. ◼️ Dialogues Like the manga, the story is told by short cutscenes and comic balloons dialogue between characters. The content is a perfect transposition from the manga.Gameplay
◼️ How it plays
It plays in third-person with the camera up the character from behind, you’ll use the main attack skills to attack minions and enemies captain, the special attack is filled by killing common enemies, when it is full you can unleash the most powerful attack of the hero.
◼️ Features
In the game modes Legend (story) and Dream (free) you can play as one of the three-dozen manga/anime characters, you’ll move swiftly around a battlefield, attacking huge groups of much-weaker foes, taking territory, defending allies and charging forts, fulfilling objectives as you edge closer to each stage’s impressive boss battle.
◼️ Overall difficulty
No brainer action and mono button smash al the time.
Graphic
◼️ Art Design
Everything is made in 3D cel-shading. The overall quality is good but not impressive. The mazes are huge empty spaces with poor textures.
◼️ Characters
Animations are really good but characters models are different from the ones seen in the manga and anime. There is a huge difference between the overall quality for the models before and after the plot time skip. It looks like the dev put all the effort in the last part of the game.
◼️ Effects
The best thing of all, like the manga you’ll see comic balloons and huge writings on the screen each time you’ll use special skills against the enemies. The different skills of the characters give a big variety of special effects, all of them are well made.
Soundtrack and Audio
◼️ Audio effects
The best thing of all, the audio effects are clean and nice to ear.
◼️ Music
Nice music but off track, the game doesn’t have the original anime soundtrack and it is such a shame.
◼️ Voice Acting
High quality made by the original Japanese anime voice actors.
Extra
◼️ Replayability
Depends on the the player: In Dream mode the replayability is high, meanwhile in Legend it is null.
◼️ Game length
10 or so hours of campaign if you can complete it.
◼️ Achievements
40, more than half achievable if you can end the game.

WHAT ISN'T WORKING OUT?
Zitat:
Playing this game is like a russian roulette match. Each run will be a challenge between a lot of serious list of bugs and issues (most of them unfixable or hard to fix).
Here a list of the most annoying and game-breaking:
◼️ Gamepad isn’t always recognized and the UI keeps the keyboard mapping. You have to restart the game and hope to get the right inputs.
◼️ Camera controls don’t make sense at all, you can apparently change and invert X or Y asset on the options panel but the game doesn’t change them for real.
◼️ Sometimes you will have a map empty and no targets because events don’t start and missions don’t have objectives. When it happens (a lot of time) you have to restart the mission.
◼️ The worst thing of all that will happen with a 50/50 change is the black-screen bug. Usually, at the beginning and end of a mission, you’ll see a short video cut-scene. With a 50% chance, the screen will remain stuck on black without the possibility of doing anything. You have to close the software and doing that you’ll lose all the progress made. Each mission is around 20 minutes long so image losing each time your progress without reason. I tried a lot of different time and on different maps and the problem is always the same. Is game-breaking and makes it unplayable.

JUDGEMENT
Zitat:
Pirate Warriors 3 isn’t a bad game but it’s bugged and one of the worst optimized game I ever played. Nonetheless, It does its source material justice, and the heavily condensed canon story is as fun to experience as ever. Overall I don’t feel to be in the position to recommend it, maybe skip this one and get on the sequel.

There is a lot of black screen cutscenes because they can't even manage to give us the full files, seriously! go into the PW3 folder and you can see a lot of videos with a size of 21kb or something!! wtf! there is nothing there only a black screen of 1920x1080 for one second that's why you see the black screen! because there are no videos for that scene how do you manage to not upload files properly? we are not talking about code, or game engine, just the files srly... what a company.... 5 years old game
Even with that, you can have fun playing with the characters... but at the end of the dream log where the final scene should be played the game stuck there forever in a loading screen.. then I realize why they give you Shanks early in legend mode bc you can't unlock him LOL! the game freeze before you can unlock him.
You can skip the black screens with pause, some say that only works with AMD cards, I don't have Nvidia card so idk.
If you can find this super cheap like less than 5 dollars and you really like One Piece or you played musou 1&2 and you are ready to deal with black screen or Marineford frame drops then get it.
Otherwise, stay away from this super fun game but poorly port.

There's so many black screens (although no crashes) on cutscenes which is very annoying.
Apart from that, the game itself is very fun and easy to master just like any other musou games.
As of now.. I can't give my full recommendation on buying this game as the bug is super annoying for me.
Therefore I'll give this game a negative review to even out the positive review, so the devs will see what they need to do.
Will change my review after the blackscreen bug is fixed.
Minor note: no 2k graphics support and no cloud saves.

PC version is literally missing content that the other versions either come with or can purchase.
The graphics are in between the Vita and PS3 versions of the game with an adjustable resolution. A far cry from the PS4 version of the game.
Broken shadows, lighting, pathetic unadjustable draw distance and no way to always use the high quality cutscene models.
Game is prone to crashing randomly in the final mission and even while saving.
Controller support literally doesn't work. It's baffling. Using a switch or playstation controller on the PC version doesn't give you the same control scheme you would get if you were playing on the controller's respective system. You can't bind the triggers which are permanently mapped to camera movement for some reason? and the Right Stick is completely useless. Gotta use Steam's controller config or Joy2key to read your controller buttons as keyboard inputs so you can map all your buttons properly.
Minor issue with the game but going for ranks while playing coop is also infeasible since ranking isn't shared between players and the game doesn't account for that at all. P1 and P2 are ranked completely separately yet the enemy count for missions usually remains the same. If P2 has a higher ranking than P1, the higher rank is not even recorded.
Play it on literally any other system.

- played 50 hours working to get unlockables and the game, including screen went to a completely black screen, and I had to manually force a shutdown. It then proceeded to believe the game was no longer installed and the game trashed my save. f***ing waste of time and money.

- Random crashes at video playbacks

- Alt-Tabbing also makes you crash sometimes
- Not keyboard friendly game (yeah, I switched to controller later)
- Mouse cursor is sometimes just a decoration
I tried to search for solutions for the crashes on serveral forums, but I found nothing. I couldn't even finished the game, I am stucked at Dessrosa because the map doesn't even load up.

Controller config is non existent, you have to install third party software and put in about an hours work to get it to recognize a controller.
Sometimes Cutscenes just won't play/have a blackscreen and no audio so you're forced to skip them and in MANY cases the cutscenes right after beating a level forces the game to crash thus not saving the result.
Absolute garbage. I hope noone makes the same mistake I made, completely unplayable.

Game will black screen during a majority of custscenes, and crash with no apparent rhyme or reason. This appears to be consistent with other experiences as well, making this a developer issue.

There's no reason to try and pretend this is anything outside of Koei Tecmo's (KT) formulaic “Warriors” games, as they use the One Piece (OP) franchise to put a new coat of paint on their hack and slash engine. They could have played around with the source material in zany, creative ways, but instead they chose to stay in familiar waters, proving they're less adventurous and flexible than Luffy.
Gameplay
I don't have any experience with the previous two titles in this series, neither of which are on Steam. Regardless, if you've played any of these “Warriors” games before, you know exactly what to expect. You'll lead one character on a rampage, blitzing through several hundred peons, a few minor foes, and typically end the stage by taking down a big bad. This entry doesn't revolutionize anything, making only a few tweaks to the basic system, and winds up being pretty safe for it.
The primary difference comes from how allies join in on your combos. Instead of selecting 3 characters to swap between like the “Orochi” games, you only pilot one character, with an ally helping you finish your combo with extra oomph. They function much like a puppet, as your button input dictates what one of two moves they do. It ensures an ally coordinates with your moves, but also diminishes the sense of having legitimate allies. They're just tools. As you use allies, you'll build up a meter and be able to activate “Kizuna Rush” (KR), a powered-up attack mode where you and your allies unleash stronger attacks. The havoc you cause during a KR is quite satisfying.
I've never encountered this in a KT game before, but this entry has game-crashing bugs, and they occur consistently. One happens at the level-ending cutscene for Chapter 2 Stage 2 of 'Story Mode,' with the game freezing on a black screen. You have to turn off all cutscenes to beat it. The last stage is even worse, as I had to save-scum to ensure the game didn't crash near the end of the level, having already done so a handful of times. It might have something to do with the length of the stage and number of objectives, as none of the 'Dream Mode' stages ever had any problems.
Controls
With them re-using so many base components for these games, the controls work the same way they always have. Although I want them to change up more in these games, I don't want to learn a new control scheme when everything else is the same, so I'm glad it's recognizable. Some of the unique inputs for this game is 'L trigger' locks onto bosses, 'R trigger' activates KR, and 'L bumper' pivots the camera behind you. Of note, the 'R bumper' does a character specific special attack, but I don't use it often because it has no combo utility. As this doesn't require KT to reinvent the wheel, the controls work without any problems.

Story
The story is conveyed through cutscenes playing before and after stages, and certain event triggers play shorter clips in stage. However, these cutscenes only cover the barebone highlights of OP, and I'd think both total newbies and those familiar with the show would be ill served by this presentation. The worst of it is when an important character in an arc is omitted, such as Dalton and Kureha from Drum Island or Ms. Doublefinger from Alabasta. It would be strange to have no story in the game though, so I'm not too upset with them for this, considering how ridiculously long OP has become. For context, OP has more arcs than some animes have episodes.
Graphics
The character models don't look too bad as you're playing the game, most likely because there's too much going on to hone in on their appearance. However, they don't look great in the cutscenes; the color palette seems off, and their facial expressions don't give the right impression. Stages themselves are fairly lackluster, not having much in the way of props or background objects. Plus, the game mechanics force forts into areas that would otherwise be wide open spaces outside. As already implied though, I was too busy watching my own moves to care that much, and the attacks and combos are satisfactory to look at.
Sound Design
These KT games really relish rock and roll themes. A few tracks were a bit slower and had a different vibe to them, but most were very similar to the songs from the other “Warriors” games, where the only mood is, “Crank it to 11 and rock!” I can hear some allusion to the tunes used in OP here and there, but most of it seems to be original pieces composed for the game. I think it would have been appropriate to incorporate more of a sea shanty vibe in the soundtrack, maybe get some accordion and steel-drum instrumentation in there, but KT doesn't lean in to originality very much.

Pros
- Some characters are a blast to play as or have as allies. Many elemental devil fruit users are exceptional, with Smoker being one of my unexpected favorites. Kuzan and Hancock lock enemies in place when assisting you, which is almost broken with how good that is.
- There's an attempt to include the anime's lore in the gameplay. For instance, Sanji won't attack women, Franky needs to refill his Cola, and Perona depresses enemies.
Cons
- KT doesn't change its mechanics to support the source material. You'll have hundreds of ally peons in fights that should have had less than 10 people. I'd have appreciated them changing things up and omitting the peons, but I guess that was never going to happen.
- The balance between peons and bosses is really skewed in this game. Peons seem especially pathetic this time, but bosses have frequent invulnerability phases, with some being able to neutralize your KR.
- I never died in the game, the only time I failed was because a defeat condition triggered. The most annoying ones involve an enemy making it to an escape point.
- If you can't run the game at the highest graphics, it will spawn less enemies in the immediate area, greatly lessening how many kills you rack up.
- Some treasure event requirements are too vaguely worded.

Tips
- Activate KR with one ally, and after it has run its course, switch to the next person you haven't used it with yet. Doing this increases how many allies join you during KR. The best way to accumulate “!” kills and earn money is heavy use of KR.
- 'Dream Mode' can be ventured into while you're low-level, though you'll want a few ringers. It's mandatory to unlock many characters and skills.
- To break through the boss' shining white guard, do a few button presses on your combo, and then tap the sprint button.
Final Thoughts
An anime series where people take out hundreds of enemies is a good fit for a game like this, and I have a soft-spot for these “Warriors” games. I really enjoyed the flashy attacks made possible by using anime characters, and had fun playing it for several hours. In spite of the game-crashing bugs, I would recommend this game, but only if you can never quite sate the mob-destroying that makes up its core. The good thing about the consistency of the bugs is that they're easy to avoid altogether. Turning off cutscenes saves time without sacrificing anything of great value, and with no limit on saving within stages, the last stage is pretty easy to manage. Alternatively, you could just get Pirate Warriors 4 when it releases later this month. It costs more, so it has to be better, right?
