New Dragon breed: Cloudsplitter ☁️

Following the feedback and data we gathered, it appeared that Attackers’ side had a significant advantage: Artifact’s charging time will thus be increased.
Feedback and data will keep being monitored after the update, in case some further adjustments would be needed.
